THEREFORE BE IT RESOLVED that the Association of Vancouver Island Municipalities propose to the Minister of Municipal Affairs an amendment to the Municipal Act to require completion of an approved financial plan by December 31st each year for the next fiscal year, plus a further four years as required under the current Municipal Act.

THEREFORE BE IT RESOLVED that the Association of Vancouver Island Municipalities recommend to the Minister of Energy and Mines that local government be included in the process to permit or disallow resource extraction on sites within their boundaries.

THEREFORE BE IT RESOLVED that the Association of Vancouver Island Municipalities and the Union of British Columbia Municipalities be urged to petition the province for more substantial legislation to protect local governments when condominium owners sue for building water damage.

THEREFORE BE IT RESOLVED that the Legislature of the Province of British Columbia be strongly encouraged to enact legislation that bars any action in negligence or nuisance against public authorities in respect of water discharged from culvert crossings that have been in place for 10 years or more.

THEREFORE BE IT RESOLVED that the provincial government amend the Municipal Act – Campaign Financing, Recording and Disclosing requirements to improve the filing process, including candidates having no contributions, candidates being elected by acclamation, and candidate’s banking requirements.

THEREFORE BE IT RESOLVED that the unused portion of the five year cut control quota in any five year period be banked with the Minister of Forests and be made available for distribution to the licensees, Community Forests, First Nations and value added producers to ensure stability and continuity in our local economies.

THEREFORE BE IT RESOLVED that AVIM member municipalities be requested to endorse the efforts of the Society to maximize the service with the establishment of a rail passenger authority on Vancouver Island and the AVIM Executive assist and participate in stakeholder meetings in support of the Vancouver Island Railway Society initiative;

AND BE IT FURTHER RESOLVED that AVIM forward this resolution to both the Union of British Columbia Municipalities and the Federation of Canadian Municipalities strongly supporting the Vancouver Island Railway Society for the re-establishment of a quality passenger rail service on Vancouver Island.

THEREFORE BE IT RESOLVED that the government of British Columbia through the BC Ferries Corporation be requested to immediately replace the PacifiCats with the pre-existing “C” Class ferries and make broad-based press releases to provincial and national tourist organizations assuring them of full ferry service via Horseshoe Bay and Departure Bay.

Health Authority Sewage Disposal Applications

THEREFORE BE IT RESOLVED that the Ministry of Health includes the following phrase to the bottom of all septic disposal permits issued on Vancouver Island:

The approval of the septic system and the issuance of this permit in no way relieves the owner or occupier of the responsibility of adhering to all other legislation which may apply to the land.  This includes Agricultural Land Commission and Forest Land Commission regulations as well as zoning, subdivision or other land use bylaws, and decisions of any authorities that have jurisdiction.

THEREFORE BE IT RESOLVED that the provincial government proceed and implement the necessary legislation and policies to create a provincially funded financial assistance program for residents of the province who have been financially affected by the premature building envelope failure (leaky building) crisis.

THEREFORE BE IT RESOLVED that the Association of Vancouver Island Municipalities, fully supporting the IFA representations, urges the government to give immediate consideration to introducing policies and regulations that will promote the development of agriculture on the Island, both to address competitive disadvantages Island agricultural producers encounter under the current provincial regulatory regime, and to prevent any further deterioration in the significant contribution the agricultural sector makes to the economic health of Vancouver Island.

THEREFORE BE IT RESOLVED that the Association of Vancouver Island Municipalities seek the support of the Union of BC Municipalities to lobby the federal and provincial governments to develop and assist with funding of state of the art incinerator to burn solid waste and that BC Hydro be urged to purchase the electricity generated from the plant.
