THEREFORE BE IT RESOLVED that the Association of Vancouver Island and Coastal Communities requests the Union of BC Municipalities to petition the Provincial Government to add “community airports owned and operated by non-profit societies on behalf of local governments” to the list of eligible exemptions permitted under Section 346 of the Local Government Act.

THEREFORE BE IT RESOLVED that the Local Government Act be amended by deleting section 789(3) in order to provide clarification with regard to the provision of benefits for directors and to ensure consistency between the provision of benefits for municipal council members and for regional district directors.

Resolution: Pacific Hake – A Community Policy Document
THEREFORE BE IT RESOLVED that the Association of Vancouver Island and Coastal Communities recommends the following:
- that the Government of Canada re-open the three-year agreement concerning the selling of the hake resource to offshore vessels within our two hundred mile limit, which agreement expires in 2002;
- and that the Minister of Fisheries and Oceans adopt and implement the recommendations put forward in the position paper on Pacific Hake Processing authored by the Regional District of Alberni-Clayoquot, namely:
– redefine the term “shore-first priority” for fish deliveries to make it a true shore-first priority;
– permit shore-based plants to buy American Hake when necessary.
- incorporate representation from communities of Alberni-Clayoquot in the decision making process associated with the hake resource;
- that this issue be addressed within the independent review of fisheries consultative processes established by the federal government;
- and that the Association of Vancouver Island and Coastal Communities and the Union of BC Municipalities support and recommend the adoption of the policy position put forth in the Pacific Hake Processing position paper.

THEREFORE BE IT RESOLVED that the AVICC urges all members to review policies and regulations attracting agriculture in their communities, with a view to reinforcing opportunities for farming to contribute to the local economy, specifically to promote greater consumer reliance on Island produced farm goods:

THEREFORE BE IT RESOLVED that the Association of Vancouver Island and Coastal Communities and the Union of BC Municipalities immediately request the Ministry of Transportation and Highways to reconvene the Stakeholders Advisory Committee and respond to its recommendation and to allow specific, appropriate signage on highways by-passing existing communities which will show community population and identify, by name or logo, certain businesses providing camping, accommodation, food or fuel and the distance to those services.

THEREFORE BE IT RESOLVED that the Association of Vancouver Island and Coastal Communities and the Union of BC Municipalities urge the government of the province of British Columbia to again, provide assistance to the extent that it did in the past;
AND FURTHER BE IT RESOLVED that the AVICC and the UBCM urge that:
- incentives applied to per capita grants be at a maximum;
- structuring proposals contain firm infrastructure offers; and
- improvements to road (upgrades) prior to incorporation are again forthcoming.

Resolution: Funding of Senior Government Library
THEREFORE BE IT RESOLVED that the Association of Vancouver Island and Coastal Communities petition the provincial government to double its per capita funding:
- from $1.90 to $3.80 per person for any municipality with a population over 40,000.
- from $2.40 to $4.80 per person for any municipality with a population between 12,000 – 40,000.
- from $2.90 to $5.80 per person for any municipality with a population of less than 12,000.
- from $3.80 to $7.60 per person for the rural portions of a regional library system;
with these rates also being adjusted annually on the basis of changes in the Consumer Price Index.
AND BE IT FURTHER RESOLVED that the Association of Vancouver Island and Coastal Communities petition the Federal government to start funding public libraries at a rate of $2.00 per capita, to be adjusted annually on the basis of changes in the Consumer Price Index.

THEREFORE BE IT RESOLVED that the Association of Vancouver Island and Coastal Communities petition the Minister of Municipal Affairs to review the structure of BC Assessment Authority’s current residential property classification, with consideration given to the creation of separate property classes for primary residences (i.e.: in particular those receiving the Homeowners Grant) and secondary residences, in order that primary residential assessments are not unduly affected by the existence of secondary residences used for recreation or vacation purposes.
