Whereas regional districts experience lengthy delays in receiving approvals of Solid Waste Management Plans, and those same plans require subsequent program approvals;
And whereas once the plans are approved, regional districts must demonstrate the effectiveness of their solid waste management plans within 10 years, but additional provincial approval requirements often shorten this period, limiting time to assess the plan’s impact before renewal:
Therefore be it resolved that UBCM request that once the Minister of Environment and Parks approves a Solid Waste Management Plan, no further approvals be required for a regional district to pursue policy actions outlined in the Solid Waste Management Plan.

- Provincial Response:Ministry of Environment and Parks The Province recognizes the importance of timely approvals to support regional districts in implementing waste reduction and diversion strategies. Under the Environmental Management Act EMA, regional districts are required to prepare and maintain an approved Solid Waste Management Plan SWMP that outlines policies and programs for managing municipal solid waste. Provincial oversight is necessary to ensure these plans have demonstrated that adequate review and public consultation process has occurred, and subsequent programs align with environmental protection standards, public health requirements, and provincial waste reduction objectives. Public engagement and input into the solid waste management plan helps ensure that the final plan is robust and well-supported, and provincial approval is required to ensure that the powers enabled by the SWMP and subsequent bylaws are used in a fair and responsible manner and are protective of human health and the environment. While the Ministry strives to minimize administrative delays, certain program approvals required under EMA remain essential to confirm compliance with regulatory requirements and to safeguard environmental and human health. Provincial involvement is required when authorizations are required for solid waste facilities such as landfills or compost facilities, and Minister approval is needed for bylaws that are seeking enhanced powers under EMA section 25, 26 or 33 to implement actions in an approved SWMP. The Ministry will continue to work with regional districts to streamline processes where possible, including providing guidance and templates to reduce complexity and improve timelines. We encourage ongoing collaboration to identify opportunities for efficiency while maintaining appropriate safeguards.
