2026 AVICC Resolution Conveyances & Responses

2026 Resolution Conveyances

All resolutions endorsed at the convention have been forwarded to UBCM. Most will be considered at convention; however, UBCM has indicated that several resolutions won’t be considered based on four criteria:

• The resolution repeats existing policy (within the last 5 years);
• The resolution is considered regional;
• Out-of-scope for local government per UBCM; and/or
• The resolution was poorly written (none from AVICC).

The AVICC Executive determined that any 2026 resolutions endorsed at AVICC excluded by UBCM because of these criteria would be conveyed to the Province by AVICC.

The following letters were sent on behalf of AVICC members (Provincial responses will be added as they are received):

• R1_City of Campbell River_Energy Certainty to Support Long-Term Economic Development and Resource Sector Modernization (regional)

  • Included 2025-R3_District of Port Hardy_Power Supply Investment North Island) which was also conveyed in 2025
  • BC Gov News- Aug 5, 2026: BC Hydro acquiring Island Generation to ensure power reliability on Vancouver Island

• R35_City of Port Alberni_Establishment of a Framework for Intergovernmental Relations with First Nations (current policy)

  • 2026-09-01_Minister CHANDRA HERBERT_Framework for Indigenous Relations

Three relating to Post Secondary Affordability (out-of-scope):

• R37_District of Oak Bay_Student Food Security Grant;

• R38_City of Victoria_Post-Secondary Affordability; and

• R40_District of Oak Bay_Student Ferry Fares
